is there a way to fuse together a cut in vinyl flooring?

If the cut is clean and your goal is to seal it to keep out soil and moisture, then you can use the manufacturer's recommended seam sealer. This is usually a clear product and will not disguise the cut. I have disguised small cuts and blemishes on white vinyl with silicone caulk.
