approx 3 weeks ago had faint waiste odor comeing from toilet. no leak. last week toilet was leaking from the base, had draining clogg in pipe not far from the toilet..was cleaned professionaly by ruter man. new toilet was installed and new ring. now we have no leek but strong odor still exists. the seal is new also. ruter man stated the stink pipe could be clogged is this possible

You installed a new toilet and used a new wax ring, and you now have a sewer odor problem. Don't think the vent being clogged is the problem. That wouldn't allow sewer gases into the house, but it would mmake the toilet flush funny.
My guess is that the wax ring didn't make a complete seal between the flange and the horn of the bowl. The solution is to remove the toilet and reset it. This time, use either a #3 wax ring, or, better yet, an Fluidmaster Bowl Gasket set. (Find them in the plumbing dept., right there with the wax rings.)
