What is the process called whereas to have pictures varnished into furniture and any suggestions on how to do it? I have seen this at restaurants where they have memorabilia or pictures that are in the varnish.

The process is called decoupage. The primary consideration is the use of a 'water clear' varnish so the colors in the images aren't distorted. Water base poly is water clear (no color) - oil based polys and standard varnishes are not - they have an amber cast.
