I am currently looking at replacing my current floors. I have tile throughout my house and would like to put laminate flooring down. My question is do I need to remove the tile and level the floor before installing or can I install over top of the tile. it is not a smooth tile but has some irregularities. thanks in advance.

You can install over the tile. If it is flat. You may need to float the places that are out of spec. The spec's are with the paperwork included in the cartons of laminate.
Without seeing the irregularities myself, I can't positively tell you, "sure, it's OK"
