How can I keep my upholstered rocking chair from sliding whenever I get up, sit down, or rock? I placed a non-slip carpet pad underneath it, but it just bunched up. I also cut strips of the pad and duct-taped them to the runners and that didn't work either.

I believe movement is part of the wonder of rocking chairs. You can rock yourself all the way out the front door if you rock fast enough. Turn on the radio and try it!
What type of floor covering do you have. If you are sitting on carpet, then anything you place between the runners and the carpet is going to move. Carpet fibers tend not to be stationary, thus folks are always complaining about area rugs creeping and moving on top carpet. On solid surface floors like hardwood, self-adhesive felt strips are recommended on rocking chair runners to protect the finish. These strips will not stop the movement.
