I am renting an apartment and the heat just kicked on a few days ago. The radiators all hiss sharply, and one in the kitchen continued to drain black water until I shut off the valve. I was just hoping someone might have an idea as to the nature of the problem before I approach my landlord.

Valves are dirty, in most cases in your situation, the landlord or service person just changes the valve. You can clean them by turning off the radiator valve and unscrewing the air vent valve. Take a pot and put a solution in it 50% water and 50% vinegar. Put the valve in the pot with the solution and boil for 30 minutes. But since you rent I suggest you have the landlord do it for you. If something breaks, it's his fault.
The black water that's dripping is because of a solvent put in the boiler to clean the system and make it run more efficiently.
