I am laying laminated flooring in my upstairs hallway.
But where do I cut off the carpet by the stairs?
Do I leave a few inches on top of the stairs or at the edge?

You buy a stair nosing for the laminate. Then run the carpet up the last riser to the bottom of the stair nosing. It looks real tacky trying to make the carpet go over the top of the step.
Even framing it out with endcap would be better then what your thinking about doing.
