Is it ok to install an oak strip floor over an existing vinyl {good cond.] floor?

The vinyl is not the concern. Rather, you need to know what is beneath the vinyl. 3/4" plywood is preferred. Particleboard is unacceptable for 3/4" solid hardwood installation.

There is 3/4 t&g plywood under the vinyl

Go for it. Use the vinyl like a vaper barrier and cushion between the flooring and plywood.
