What is the best way to cover or repair the marks left by carpet tacks and nail holes when you remove the carpet and want to go back to the hardwood floor? Without sanding the floor totally away.

There are several different ways you can approach filling the holes. You will not be able to sand them out because the tack strips are generally nailed with 3/4 in brads so forget that idea. You can use a wood putty to fill the holes. get several differnt colors so you can mix a few to get the right match. Or you can trowel fill the entire floor to fill all the gaps and holes etc. I hope this helps.

An expensive, but great looking solution might be to buy new thick custom baseboard, and add 1/4 round at the bottom if needed. Very expensive solution, but will look like a million bucks, of course you may need a million to go this route.:D
