I was given green chilli seeds that came out of already roasted chilli. Will this grow or did the roasting kill them??

Hi Glennia! :)
The roasting more than likely killed the embryo in the seed. In order for a seed to germinate, it must be raw or unprocessed.
If you are going to try to germinate seeds, make sure you dry them out first also.
