I painted a room a brick red color and when I try to wipe something off the wall it transfers onto the wet rag/paper towel. The color isn't actually fading on the wall, but there are marks left where I have tried to wipe it that don't dry. What could be the problem? How am I ever going to scrub the walls when they need it?

You didn't give much info for us to go on.
If the red is a glaze, then you need to put on a coat of sealer. Read the label of the glaze for more info.
