My home has a boiler which provides heat and hot water for the house. The hot water is generated on demand; there is no storage tank. Recently, I've noticed the boiler occasionally fires when the thermostats are turned down and noone is using the hot water. Is this normal? Why is the boiler firing when there is no need for it to do so?

The boiler and piping lose heat. Over time the water temperature in the boiler may drop slightly and the boiler will fire. This is pobably completely normal.

If you have a domestic hot water system with a circulating pump to deliver hot water instantly without the wasted water of a common hot water system, you will see more cycling because of the heat losses from the piping system added to the heat loss of the boiler.
