I am trying to get small stones to stick to a plywood base outdoors. Is there any kind of material or trick that will make this work? They keep cracking in the cold.

Usually the first step is to fasten wire mesh to the plywood and then a mortar scratch coat. The stones are applied with mortar to the cured scratch coat surface.
