Is there a way to use tile or stone on wood outdoors without it cracking in the cold? I have tried a variety of mortars and can't get it to work. Frustrated!

You have to provide a suitable substrate for the tiles. You can't just glue them to wood boards. You'll need to use either cement backer board and waterproof it, or Ditra, made by Schluter Systems -- or something similar.
