Is there any special prep involved when painting asbestos shingle siding? Should I use oil based exterior paint? Or latex?
The body of the house is a light blue and I am covering with a light gray color. Do I need to prime before I paint?
I know that no one has asbestos siding anymore, but all the shingles are intact and in very good condition, and as I am going to sell the house within 3-5 yrs, I don't see any benefit to having the asbestos professionally removed and installing vinyl siding.

Definitely prime before coating.
A product I would suggest would be Flood's Emulsa Bond. http://www.floodco.com It is a primer / surface conditioner that can be applied over punky asbestos, worn out cement coatings or excessively chalked masonry.
Apply undiluted and let dry for 24 to 48 hours before applying your first coat of latex paint. It dries to a flat finish to which latex paints bond securely.
If the siding is in good condition, you might try their solid color stains. These have EB in them so the first coat is essentially a primer coat.

when I checked out the Flood website, and looked at their product information, it seemed like the stains were only for surfaced that had not been previously painted.
Are you sure that the stain will adhere to asbestos siding? I estimate that my house has been painted at least 3 times.

The solid color stains can be applied to previously coated surfaces....as long as the substrate is sound...(i.e. no peeling)
