Can I install ceramic wall tiles over paneling above the kitchen sink or do I need to take the paneling down?

Brokeit,
In my opinion, I would remove the paneling and get down to the bare walls. If for some reason that the paneling moved, it would crack the grout and tile.
Maybe others may have more to say.
