Once the tank fills after flushing and the flap closes, the water level reaches the top of the drain tube, but doesn't cut off. As the water trickles down the tube, the toilet continues to run. If I open the tank and gently tug up on the ball, it stops. What's the problem and how do I make it stop on its own?

The way to adjust a non-adjustable ballcock system is:
1. Unscrew the ball and wire assembly
2. Mount it on a vise or hold one end with a plier
3. Using another plier, bend the wire in a way that ball will float and close the valve at lower water level.
