I am building a garage, and I need to know the minimum clearance needed between the garage door track and the rafters?

You'd probably do better to ask this over in the garage forum...
But from the ones I've hung, you need 10-12" of clearence unless you go with a low headroom kit, and that lets you get down in the 4" or so range......low headroom kits don't work well with openers though, so figure a regular height if you're putting an opener on it.

Or you could go to a roll up door, these need less than about a 2x2' space directly above the door for a standard height, but don't consume any ceiling space beyond that.
I've got an 8x8 on my shop and can't imagine ever having a conventional garage style door.
