I'm starting work on basement bathroom. Have existing rough-in drains for shower, toilet and vanity/vent. Toilet rough-in is 18" from wall and I can only find toilets with 14" as largest rough-in. There's a seam in the concrete 11" from the wall which is probably why the standard 12" wasn't used. House is 9 yrs old.
Should I:
1) keep looking for >14" rough-in toilet
2) live with large gap behind toilet (plenty of room in front)
3) dig up concrete and relocate toilet drain (concerned something is under slab which prevented builders from putting it in correct place to begin with)
4) rotate toilet 90 with back of tank toward shower (would have 18" lateral space to wall and 13" rough-in to shower base)
5) other suggestions?
P.S.
I've seen conflicting codes for lateral toilet clearance. 15" from drain center to wall/fixture and 12" to tub/shower.

You really have an issue. First if you are starting work on the basement bathroom, how ambitious are you?
I will suggest this, if you don't want to take the time and effort to resolve the issue without all the sweat!
If the location of the planned toilet location is OK less the 18" out from the wall to center of the toilet drain AND the rough in's are acceptable for your shower and vanity, do the following if the appearance is not objectionable.
Basically you need 6" of new wall to fill the gap. I would build a 2x6 wall or 2x4 directly behind the proposed toilet location only unless you wish to continue this along the same wall but I assume that the shower will interfere with continuation. With doing the 2x6 wall with 1/2" drywall, you avoid all the digging and repiping. When you have the drywall on, you will have the toilet drain at 12" to center as it should be.
Again ASSUMING WHAT YOU HAVE IS ONE THING but if this would work and still provide you the required 12" for a standard toilet, it is an easy fix and costs alot less.
Code requires a 30 inch clearance for toilets.
