I still believe the supply register temp is low. this could be to several factors such as the extreme outside temp, inadequate ductwork insulation, and even a defective heat strip.
but with your inside thermostat setting being maintained and your air handler actually cycling at what I consider extreme conditions, I would say you are doing just fine. at what temp will you allow your outside HP condenser to come back on for normal operation?
you may want to have heat strip checked at next time your system is serviced.
