| Basement bedrooms are fine. Building code requires an egress window. Do not ever finish a basement without a Building Permit. When it comes times to sell, you may have to tear out the finished basement and may be confronted with hefty fines. This has been discussed many times here. In other words, you will be 'crucified' if you do unpermitted work without the proper inspections.
