| Toilet flanges and seals are designed to work best when the flange sits on top of the finished floor. You can buy a flange extension ring and seals designed to compensate for a lower flange.
Tile over tile is going to add height that may be a problem in other areas. I'll let the tile guys comment about tile over tile but it doesn't sound like a good idea to me. |
