move cable modem into basement

hi,
i have my phone and internet service through my cable company.

i'd like to move my modem & router into a new home office in my basement, where there are currently no phone or cable jacks. i can easily run the coax for the cable, but have a question about running the phone line.

right now at my electrical panel there are 3 Cat5 wires spliced together, with flat white plastic caps joining each set of wires. these wires then go up to the phone jacks in various rooms in the house.

would it be OK to just splice another cat5 wire and run it to a phone jack in my basement? concerned it may degrade the signal strength of the line.
