It sounds like they wired the telco into the panel without using a RJ-31x jack (a bozo no-no).

The terminals marked for green & red are for the incoming telco line, the Brown & Grey are to return the house phones to the rest of your jacks. That's why you need both pair for the system to dial out properly.

The system had the failure because I suspect that you had it in wrong, in some way, so the call never got completed.

You also have to use pager format, or the thing will dial repeatedly and still show a comm failure because a regular phone cannot provide the "kiss-off" tone needed to complete the call.

Really, it's very hard to tell what you your issue is. You might have the telco wiring reversed, in which case the system disconnects itself every time it tries to dial. You might have the phone number incorrectly entered, in which case you might be calling Timbuktu...
