Unhappy flat roof attic crawl space ...HELP!

I live in a row house with a flat roof. Access to the attic crawl space is via a common wall closet hatch along the length of the house (32L x 18W). The roof joist are approximately 11 in. from the ceiling framing and therefore it is impossible to crawl into the attic crawl space!!! It has blown in fiberglass insulation that has settled and desperately needs more (preferably cellulose). The problem is access!!! Using a Home Depot rental blower for insulation, how would I go about insulating my attic crawl space? How would I get the hose into the far reaches of the attic crawl space while standing on a ladder with head stuck thru the hatch? It's 35 degrees today and I am in desperate need of insulation ... please help with info. Thanks in advance.
