That depends on how things are wired.

Wiring can be as creative as artists paint paintings! Sometimes there is "always on" power available at a ceiling light fixture and not at the switch, sometimes it is in a junction box and not at the light fixture or switch, sometimes it is at the switch and not at the light fixture.

So you need to learn enough to understand what is what when you remove covers and look at the wiring. Also you should have this basic knowledge before attempting to do any electrical wiring.
